What Happened
- TP Southern Odisha Distribution Limited (TPSODL) — a joint venture between Tata Power (51% stake) and the Government of Odisha — has completed electrification of 274 Particularly Vulnerable Tribal Group (PVTG) habitations covering 2,288 households across five districts in southern Odisha.
- The districts covered are Malkangiri, Rayagada, Gajapati, Ganjam, and Kandhamal — among the most remote and tribal-concentrated regions of the state.
- Communities electrified include tribal groups such as the Koya, Bhumia, Paraja, Bonda, and Didayi — some of the most isolated groups in India.
- The electrification effort involved upgrading the distribution network, including installation of 5 MVA transformers and extension of 11 kV connectivity to tribal hill regions, partly funded under the Revamped Distribution Sector Scheme (RDSS).
- Electricity access in these habitations is expected to improve health, education, livelihood, and digital connectivity outcomes for residents.

Particularly Vulnerable Tribal Groups (PVTGs) — Definition and Policy Framework
PVTGs are a sub-classification of Scheduled Tribes, identified as the most marginalized among tribal communities in India. They are characterized by: (1) pre-agricultural level of technology, (2) stagnant or declining population, (3) low literacy rates, and (4) subsistence-level economy. The Dhebar Commission (1973) first conceptualized this category; the Government of India formally identified 52 such groups in 1975 and added 23 more in 1993, bringing the total to 75. The category was renamed from "Primitive Tribal Groups" (PTGs) to "Particularly Vulnerable Tribal Groups" (PVTGs) in 2006.
- Total PVTGs: 75, spread across 18 states and 1 Union Territory (Andaman & Nicobar Islands)
- Total estimated PVTG population: approximately 47.5 lakh (as per PM JANMAN habitation surveys, 2023-24)
- Criteria: pre-agricultural technology, declining/stagnant population, low literacy, subsistence economy
- Odisha's PVTGs include: Bonda, Didayi, Chuktia Bhunjia, Dangaria Kandha, Lanjia Saura, Mankidia, Paudi Bhuyan, Birhor, and Hill Kharia — among the most isolated in the country
- Constitutional basis: Article 46 (DPSP) — "The State shall promote with special care the educational and economic interests of the weaker sections of the people, and, in particular, of the Scheduled Castes, and the Scheduled Tribes, and shall protect them from social injustice and all forms of exploitation."
- Fifth Schedule (Article 244): Provides for administration and control of Scheduled Areas and Scheduled Tribes in states other than Assam, Meghalaya, Tripura, and Mizoram
Connection to this news: The TPSODL electrification project specifically targets PVTG habitations — the hardest-to-reach subset of Scheduled Tribes — where normal grid extension is commercially unviable and requires cross-subsidization through government schemes.
PM JANMAN — Flagship PVTG Welfare Mission
Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN) was launched by the Prime Minister on November 15, 2023 (Janjatiya Gaurav Divas — birth anniversary of Birsa Munda). It is a mission-mode programme targeting PVTGs specifically, with a total outlay of ₹24,104 crore.
- Launch date: November 15, 2023 (Janjatiya Gaurav Divas)
- Nodal Ministry: Ministry of Tribal Affairs (along with 8 other line ministries)
- Total outlay: ₹24,104 crore
- 11 critical interventions: safe housing (PMAY), clean drinking water (Jal Jeevan Mission), sanitation (SBM), improved road connectivity (PMGSY), telecom connectivity, electricity access, health infrastructure, education (Eklavya Model Residential Schools), livelihoods, Van Dhan Vikas Kendras, and nutrition
- Geographic focus: 22,544 PVTG villages and 4.90 lakh PVTG households across 18 states + 1 UT
- Electricity component: on-grid and off-grid (solar microgrid) electrification of PVTG habitations in inaccessible areas
Connection to this news: The TPSODL electrification of 274 PVTG habitations aligns directly with the electricity access component of PM JANMAN and the RDSS framework, demonstrating public-private partnership in tribal welfare delivery.
Revamped Distribution Sector Scheme (RDSS) and Rural Electrification
The Revamped Distribution Sector Scheme (RDSS) was launched in 2021 by the Ministry of Power with a total outlay of ₹3,03,758 crore (including ₹97,631 crore from the Centre). It aims to improve the financial health of power distribution companies (DISCOMs) and upgrade distribution infrastructure, with a specific mandate to electrify un-served and under-served habitations including those of Scheduled Tribes and PVTGs.
- Launch year: 2021 (replacing IPDS and DDUGJY)
- Total outlay: ₹3,03,758 crore; Central outlay: ₹97,631 crore
- PVTG electrification under RDSS: on-grid works worth ₹6,521 crore sanctioned for 13.65 lakh households including PVTG households
- Saubhagya Scheme (PMGSY equivalent for power): launched in 2017 to provide electricity connections to all willing households — formally achieved universal household electrification in April 2018 (though last-mile connectivity remained pending in many areas)
- Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY): predecessor scheme (2015) focused on feeder separation and rural electrification infrastructure
- TPSODL (TP Southern Odisha Distribution Limited) was formed when Tata Power took over distribution in southern Odisha — part of Odisha's privatization of DISCOMs beginning in 1999 (one of the first state-level power sector reforms in India)
Connection to this news: RDSS funding provides the financial backbone for extending grid connectivity to areas like Malkangiri that are commercially unviable for private operators — enabling Tata Power's JV to execute the electrification without bearing the full cost.
